Start by preheating your oven to 400°F so it’s nice and hot when you’re ready to bake the tacos.
While the oven is heating, place a large skillet over medium heat. Add the ground beef and diced onion to the skillet.
Using a spatula or, even better, a handy meat chopper, break up the beef as it cooks.Continue cooking for about 6–8 minutes, stirring occasionally, until the beef is nicely browned and the onions are soft and translucent. Next, stir in the taco seasoning packet, the can of Rotel tomatoes (with green chilies), and the water. Give everything a good stir so the seasoning is evenly distributed and the beef is nicely coated.
Reduce the heat to a gentle simmer and let it cook for 5 to 10 minutes, stirring occasionally. You want most of the liquid to reduce and cook down so the filling becomes thick and flavorful — not too saucy.
Once your beef mixture has simmered and most of the liquid has reduced, cut the 4 ounces of cream cheese into small cubes. This helps it melt quickly and evenly.
Add the cream cheese cubes to the hot beef taco mixture in the skillet. Stir continuously until the cream cheese is completely melted and fully combined with the seasoned beef. The filling should become creamy, rich, and beautifully cohesive — almost like a cheesy taco meat that clings perfectly to the shells. This step only takes a minute or two and takes these mini tacos to the next level of deliciousness!
Warm up your 16-ounce can of refried beans (a quick 30–60 seconds in the microwave works great). Then, spread a thin layer of the heated refried beans into the bottom of each mini taco shell. This creates a delicious creamy base that helps hold everything together and adds extra flavor.
Place the filled shells in a single layer in your baking dish as you go. It’s such a simple step, but it really makes these little tacos extra satisfying!
Next, generously spoon the warm, creamy taco beef mixture into each mini taco shell, filling them about halfway.
Don’t overfill them — leaving that extra room allows space for the melty cheese on top and keeps everything neat and easy to eat. A regular spoon works great for this, and you’ll find the creamy filling scoops in beautifully. Your shells should now have a nice layered base of beans and this flavorful beef mixture!
Next, sprinkle the shredded Mexican blend cheese generously over the top of each mini taco.
Be sure to cover the beef mixture well — the cheese melts down beautifully and creates that irresistible gooey, golden topping everyone loves. Use about 1–1½ cups total (or as much as your heart desires!) for the whole batch.Now your little tacos are fully loaded and ready for the oven!
Carefully place your baking dish in the preheated 400°F oven.Bake for about 10 minutes, or until the mini taco shells are nicely crispy and golden, and the cheese on top is fully melted and bubbly.
Keep an eye on them toward the end — every oven is a little different. If you’d like the cheese extra golden and the shells even crispier, you can switch to broil for the last 1–2 minutes (just don’t walk away!).
Serve them straight from the oven with your favorite toppings like fresh avocado slices, guacamole, pickled jalapeños, salsa, sour cream, or a sprinkle of cilantro for that extra kick.
