Preheat oven to 450°F and line a baking sheet with parchment or lightly grease it.
In a large bowl, whisk together flour, baking powder, and salt.
Add the cold cubed butter and cut it in with a pastry blender (or two forks) until the mixture looks like coarse crumbs with some pea-sized pieces remaining.
Pop the bowl in the freezer for 5 minutes to re-chill.
Pour in the milk (except the reserved 2 Tbsp), then add cheese, bacon, chives, and a few generous grinds of pepper. Stir gently with a fork just until the dough comes together—it will be shaggy and crumbly.
Turn the dough onto a lightly floured surface and pat it into a 7-inch round (about 1 inch thick). Using a sharp knife, pizza cutter, or bench scraper, cut the round into 8 wedges.
Transfer wedges to the baking sheet, spacing them 2 inches apart. Brush the tops lightly with the reserved milk.
Bake 13–15 minutes or until golden brown and fragrant. Let cool a few minutes (or don’t—they’re amazing warm!), then serve with butter or just as they are.
